While the demand for increased efficiency in the public sector and the government failed to overcome the discussion has been made to increase the productivity of the administration.The reason being is that the government brought this demand to strengthen the competitiveness of the government's reforms, considered to be one of the crucial factors that enhanced the governmental reliance of the people.Currently, Korea Government is being promoted in 3.0 Government to realize transparent government, competent government, service orientated government.Eventually another expression of the Government 3.0 will replace not for central administrative services but for citizens. However, the current system of local government services are delivered poses a number of problems and there is some sort of connection compartment without cooperation between departments within central and local government.ecause it is very serious that the so-called partition phenomenon in the process of being transferred from the central government to local governments.As a result of the budget cut off waste and inter-agency communication, many problems in administrative efficiency and equity, and hence convenience of residents have been derived. In order to solve this problem, a new paradigm shift is necessary to develop and apply the policy alternative as a means for realizing them. The main research objective of this study is to present an improvement plan for the partition of local governments.This study conceptualized the partition phenomenon and suggests the improvement of the local governments.First, the subject (target) with respect to a compartment with internal departments and central government institution between the central government and local governments focusing on the identification and hierarchy (direction) between the horizontal and vertical partition were conducted to investigate and research.Findings collaboration enabled through information sharing, human resources and performance management system improvement, commitment to collaborative culture, collaborative development model, an alternative has been proposed, such as the interest and support of heads of local government.
