For the past 60 years, Korea has experienced an unprecedented rapid economic growthall over the world. It is a kind of paradox, despite such achievements, most of Korean peopleare not happy. Such undesirable situations can be accrued to the fact that Korea has mainlymade the quantitative development instead of qualitative development. On the reflection ofsuch a progress, central and local governments have begun to implement various communitybuilding programs in order to improve the quality of lives of people. Unfortunately, therehave not been enough studies towards the effective programs of community building.The purpose of this study, in this context, is to suggest policy recommendations andmeasures for the promotion of communities building motivated all of Korea. Especially, thisstudy proposes an effective means of promoting community building in the aspects of “thecooperative model of administration and community.”Chapter 2 discusses the characteristics of community building strategies of existingliteratures. This chapter reviews the various concepts of community, types of communitiesand components of successful communities on the basis of previous case studies. This chapteralso reviews the limitations of the previous studies and establishes the analytic frameworkfor the cooperative model of administration and community. The framework is made of actors,programs, networks and institutional infrastructures.Chapter 3 examines the situations of community building of Korea. Through thewell-designed paper of question for the people who participates in community building , thischapter analyses the problems of the community building and the demands of the communitiesin city and town from the central and local governments.Chapter 4 conducts case studies in detail in order to find out the characteristics ofcommunity building. This chapter chooses the well-known two communities, “Jang-Su Maeul”in Seoul and “Jin-An” in Jeon-Buk Province. Case studies can be summarized as follows.First, it is important for local government to cooperate with residents in community buildingirrespective of the regions. Second, there are much differences in the characteristics for thecooperation between communities; the role of local government of Jin-An is much strongerthan that of Jang-Su Maeul. Third, there are also lots of differences in the role of eachcommunity building factors including actors, programs, networks and institutionalinfrastructures.Chapter 5 examines the current institutional settings of community building of centraland local governments. There are lots of competitions rather than cooperation among theministries of central government in promoting the community building. Furthermore, thereare blinded areas of current institutional settings; community common space, communitybudget and enactment of community basic law. etc.Chapter 6 proposes policies for the promotion of the community building. Among severalmeasures, core measures are as follows; the enhancement of ability of actors such ascommunity residents, intermediately organization, central and local government, andcommunity leader, active involvement of administrative authorities towards communitybuilding, establishment of integrated implementation system among ministries and eachdivision of local government, provision of community-sharing spaces, well-preparation ofcommunity budget, etc.
