   A building plan of a local authority for the resident safety system against forest disasters,such as wildfires, landslides and forest pests, is studied through theoretical discussions andan analysis of existing practices. Residents’ safety system should be built to reduce risk factorsfor the catastrophic disasters, to reduce exposure to risk factors, to strengthen resilience todisasters and to cooperate with various governmental organizations. This safety system ofresidents living in the area affected by the disasters is defined as an organic integration andnetwork of human/material resources, including community members and other stakeholdersas well as various physical/intangible capitals.To build the residents safety system of local authorities are as follows: First, an institutional,cooperative and systematic base for building residents’ safety network should be prerequisitetoward promoting resilience against the disasters. Second, strengthening community capacityand public safety awareness also should be enlarged. Third, it should be followed for localauthorities to play a major role toward policies and projects for the resident safety systemand for the activation of local community. Finally, the disaster prevention, preparedness andadaptation measures should be developed and adopted in practice.The author believes these efforts of local authorities and communities help to raiseresidents’ powers and resilience in our socio-economic systems against the disasters. Thedetails in initiatives of local authorities for implementing the resident safety system presentedin this study also support the strengthening proactive capacity and building resilientcommunities in localities.
