   In recent years, there has been growing academic and public interest in the SaemaeulMovement. In particular, the Saemaeul Movement has been established as a national policyagenda of the Geun-Hye Park administration. While this may have resulted from changesin the political environment, the government also believes that the promotion of a secondnational movement similar to the Saemaeul Movement is required to address crime,corruption, and social conflict currently prevalent in Korea. The Saemaeul Movement beganin 1970 under the leadership of President Jeong-Hee Park. More than anything, this movementwas a practical "movement to live well," a movement based on diligence, self-help, andcooperation in overcoming absolute poverty. In general, this national movement has beenassessed as a successful one. At the same time, the country is currently carrying out theVillage Community Project, and most local governments are implementing related policies.The Village Community Project aims to increase the happiness of residents and create a newgrowth engine for the nation by facilitating self-governing living communities. The projectsare based on the values of trust, communication, participation, sharing, and caring. Whilethis project has produced positive results in some local governments, there are also casesthat show no effect. The purpose of this study is to derive the implications of the currentlypromoted Village Community Project by reilluminating the Saemaeul Movement and tofacilitate village communities by suggesting alternatives with a focus on issues discussedduring the research.
