   Korean society is facing challenges of low birth rates, an aging population, jobless growthand wealth polarization, Under these circumstances, we won’t be able to keep up with thechanges in our time if we hold onto the old way of operating the government by exclusivelyand monopolistically holding on to information and making decisions through opaque systems.The government has come up with an action plan to bring to fruition President ParkGeun-hye’s vision for “Government 3.0”.Government 3.0 is a new paradigm for government operation to promote active sharingof public information and removal of barriers existing among government ministries for bettercollaboration.The ultimate goal is to secure the driving force for national administration and to providepersonalized services to individual citizens,at the same time, generating more jobs and supporting creative economy.Government 3.0 is an upgrade from version 2.0, which is characterized by bilateralinteraction between citizens and government, and version 1.0, which is based on the one-waydelivery of services to citizens.Yet it pales next to countries such as the United States in terms of the volume ofgovernment data made available to the public. So the vision calls for, among other things,opening up the government.The bold scheme is welcome as it will offer huge benefits to the nation. For starters, itwill help make the government more transparent. The availability of information on projectspromoted by the central and local governments will make it easy for citizens to track howtaxpayers’ money is spent. This will exert pressure on government officials to minimize budgetwaste.Information sharing will also boost job creation and spur economic growth. Government-held data in such fields as weather, transportation and health care has considerable commercialvalue.Government 3.0 is also about connecting with citizens and encouraging them to participatein public affairs. For this, the government plans to launch by August a platform for citizenparticipation, which will allow anyone to suggest a policy idea and discuss it with governmentofficials or experts from the private sector.The government also plans to consult with citizens, using online voting, on major stateaffairs and large-scale public projects costing more than 500 billion won.In promoting Government 3.0, the crucial factor is how to overcome public officials’resistance to information disclosure. Korean officials are notorious for their tendency to keepwhatever data they have secret. They often categorize even publicly available informationas unsuitable for disclosure.To achieve this goal, the purpose of study is findings of systems and operational strategies.First, with respect to the system for the local 3.0 The organizational structure of localgovernment as a platform, seamless organization, and look at the town management organizations,Second, the administrative and operational strategies with respect to the convergenceLGRM models are examined.
